Correctional Training Facility Overview

Correctional Training Facility, often shortened to CTF, is operated by the California Department of Corrections and Rehabilitation. The official address is Soledad Prison Road, Soledad, CA 93960, and the main phone number is 831-678-3951. The facility sits inside Monterey County, but its custody records are state records. That distinction is crucial. A person booked after a local arrest belongs in the Monterey County Sheriff's In Custody Log until release, transfer, or sentencing. A person admitted to CDCR belongs in CIRIS, the California Incarcerated Records and Information Search.

CDCR describes CTF as a Level I and Level II general population prison. Facilities A and B are Level II non-designated programming facilities with three-tier cell blocks, two-person cells, and dorm housing. Facility C is also Level II general population with nine three-tier cell blocks and a separate Administrative Segregation Unit capacity. Facility D closed in 2021. Each active facility has its own dining, clothing, canteen, medical, dental, mental-health, education, library, chapel, and visiting areas.

Correctional Training Facility Population

CTF is one of the largest custody populations physically located in Monterey County. CDCR's Dec. 31, 2025 Master Plan Annual Report listed Correctional Training Facility at 4,131 people. The same report listed design capacity as 2,800 and occupancy as 147.5 percent. CDCR's Dec. 17, 2025 weekly TPOP report listed 4,153 people and 148.3 percent occupied. These state-prison counts should not be mixed into Monterey County Jail average daily population because they come from a different agency, a different legal status, and a different records system.

The population figure reflects sentenced people in state custody, not pretrial county detainees waiting for arraignment or court dates. A Monterey County arrest may start at the county jail, but a prison term begins only after conviction, sentencing, and CDCR admission. Once the person is in CDCR custody, the county booking number is not the main identifier. The CDCR number becomes the best search key.

Correctional Training Facility Lookup

Use CDCR CIRIS to search for someone at Correctional Training Facility. CIRIS covers adult people in CDCR custody and is the correct statewide locator for CTF, Salinas Valley State Prison, Gabilan Conservation Camp #38, and other California prisons. It is not a county booking log. If a person was just arrested in Monterey County and has not been sentenced to state prison, the CDCR locator may not show a result.

CIRIS can be searched by name or by CDCR number. The name search requires a last name and allows optional first name, middle name, age range, and commitment county filters. The CDCR number search requires a valid six-character alphanumeric CDCR number. Results can show name, CDCR number, age, admission date, current location, commitment county, and in some cases parole-hearing metadata. Results are sortable and can display page sizes of 10, 20, or 50.

1. Open CIRIS and accept the required disclaimer gate before searching.
2. Search by CDCR number when known because it is more precise than name matching.
3. For a name search, enter the last name first and add age range or commitment county only when needed.
4. Check the Current Location field for Correctional Training Facility or another CDCR facility.
5. Call CDCR's Identification Unit at 916-445-6713, Monday through Friday, excluding holidays, 8:00 a.m. to 4:30 p.m. Pacific, if locator access or identity matching needs help.

Correctional Training Facility Contact

Contact information for CTF should be used for state-prison questions such as institutional location, visiting, mail routing, and facility operations. Records about local booking, bail, county housing, or Sheriff's custody still belong with Monterey County Jail or MCSO Records. The two systems can touch the same person over time, but they do not use the same roster or the same ID number.

Correctional Training Facility Visits

CTF visits follow CDCR adult institution rules. Visitors must be approved before scheduling, and approval starts with a visiting application sent by the incarcerated person. CDCR's visiting information says the review and approval process may take 4 to 6 weeks. After approval, scheduling usually uses the Visitation Scheduling Application, although CDCR says the method can change by facility status. Visitors should check CDCR visiting status and confirm that visiting is open before traveling to Soledad.

Visitors need valid identification, must follow attire rules, and must comply with processing and visiting-room rules. CDCR also maintains a statewide visiting information number at 800-374-8474 for lockdowns, quarantines, and program changes. Work, school, discipline, medical status, modified program, or housing restrictions can affect whether a specific incarcerated person may visit on a given date.

Correctional Training Facility Mail

CTF mail must use CDCR state-prison identifiers. CDCR's facility page lists separate inmate mailing addresses by facility. Facility A and B mail goes to P.O. Box 705, Soledad, CA 93960. Facility C mail goes to P.O. Box 689, Soledad, CA 93960. Facility D is listed with P.O. Box 690, Soledad, CA 93960, although CDCR also reports Facility D closed in 2021. Mail should include the incarcerated person's full name, CDCR number, and housing information when known. If housing is unknown, use CIRIS and contact the institution rather than guessing.

CDCR money rules are statewide. The CDCR sending money page says family and friends should first look up the CDCR number and facility location. Electronic funds transfer may be sent through GTL/ConnectNetwork, JPay, or Access Corrections and posts to a trust account or restitution account for a paid fee. Lock box money orders, personal checks, or cashier's checks are made payable to JPay and mailed to JPay in Los Angeles with the required coupon. Checks or money orders may also be mailed to the institution, payable to CDCR, with the person's name and CDCR number.

Correctional Training Facility Intake

State-prison intake is not the same as Monterey County Jail booking. County booking follows arrest or court remand and creates a local booking number. CDCR admission follows sentencing and state commitment. After transfer, CDCR classifies the person, assigns or confirms a CDCR number, and places the person based on custody level, programming, health, housing, security, and bed availability. CTF's institutional makeup reflects that state classification work, with Level I and II general population, non-designated programming facilities, dorms, cell blocks, and administrative segregation capacity.

That difference explains many failed searches. A person may leave the Sheriff's roster but not appear at CTF immediately if still in transit, in reception, or placed at another CDCR facility. A person may also be committed from Monterey County but housed outside Monterey County. CIRIS is the statewide search path because it follows CDCR custody location, not arrest city or county jail booking location.

Correctional Training Facility Programs

CTF's history and mission emphasize rehabilitation, education, and training. CDCR lists vocational programs such as electronics, auto mechanics, building maintenance, carpentry, computer literacy, electrical works, HVAC, masonry, plumbing, small engine, welding, and office services. Academic options include adult basic education, voluntary education, high school or GED, literacy, computer-assisted education, and college. The facility also lists PIA programs in administration, wood products, textiles, silk screen, warehouse, and maintenance.

Self-help and volunteer programs are a major CTF feature. CDCR lists groups and services such as Balance Reentry Activity Group, Life Cycle, Narcotics Anonymous and Alcoholics Anonymous, Toastmasters, Fathers Behind Bars, Alternative to Violence, veterans groups, higher education support, Native American programming, religious services, substance abuse programming, anger management, family relations, and transition or prerelease programming. These programs do not replace the locator, but they help explain why CTF is framed as a training facility within Monterey County's broader custody map.
